City to Spend $2B on EPA Required Upgrades

On Wednesday, Judge Charles Eskridge of the Southern District of Texas approved a deal between the City of Houston and EPA regulators that will require the city to spend an estimated $2 billion to upgrade its problematic sanitary sewer system.
